ctv horizontal ic still shorted HOW TO SOLVE IT REPAIR CASE1

CTV horizontal ic still shorted, the main reason was  flyback transformer burned .
many times changed horizontal ic above two(2) weeks shorted horizontal ic.

how to check fbt  testing on multimeter 

mutimeter set to ohm meter on highest ohms range and testing leading wire , one wire was  in  anode cap ,another wire used ABL check not reading FBT was not shorted, the reading was colleceted or changed ohms fbt was shorted. You can definitly change Flyback trnsformer and 

horizontal ic or somthing.

another important, you can also check vertical ic blown or crack checking.

flyback transformer  not burned or shorted ,only shorted  horizontal ic, tv have power, tv is not on, no red light, its common problem to resolve the problem.
