This is the problem  with smps section with voltage loss problem in crt tv picture
tube. SMPS function working in AC voltage.

Volatge loss in optocoupler ic. Smps section trace use in digital multimeter  check voltage, and check resistor and zener diode.

Secondary section check junction diode,  resistor, capcitor  opened or shorted replace it.

finally

check all tv menu settings brightness, contrast , colour.

CRTTV  base board checking RGB transistor, resistor opened or shorted replaced it.
